Running US and UK campaigns from offshore call centers

Offshore floors power much of the transfer industry. Here is what buyers expect — and how to stand out from hundreds of other centers.

A large share of live transfer and posting traffic for US and UK campaigns is produced by call centers in the Philippines, India, South Africa, Latin America and elsewhere. Lower costs make the economics work — but buyers have become selective. Offshore centers that win long-term contracts treat quality and compliance as their selling points.

Match the market

  • Accent and language. Clear, neutral English matters more than any specific accent. The Philippines and South Africa are popular for US campaigns; South Africa and India serve many UK campaigns. Spanish-language floors in Latin America serve US Hispanic campaigns.
  • Cultural familiarity. Agents should understand basics of the target market — US states and health insurance terms, UK counties, housing associations and finance agreements.
  • Shift times. US campaigns usually mean night shifts in Asia; UK campaigns fit daytime hours in South Africa and afternoons in India.

Compliance travels with the call

US and UK rules apply based on where the consumer is, not where your center is. That means TCPA, the Telemarketing Sales Rule, state laws and DNC rules for US consumers; PECR, TPS/CTPS screening and sector rules for UK consumers. UK fines under PECR's marketing rules rose substantially under the Data (Use and Access) Act 2025, and regulators do pursue offshore activity through the companies that buy it.

Buyers will ask for your data sources, consent language, DNC process and recordings. Have them ready.

How to build buyer trust

  • A registered company with clear ownership, a website and verifiable references.
  • Recordings of every call, retrievable within 48 hours.
  • A named QA lead and a written QA process.
  • Stable infrastructure — redundant internet, backup power, secure systems.
  • Data security — clean-desk policies, restricted devices and access controls.

Getting paid internationally

Most networks pay offshore publishers by international wire or services such as Wise. Expect to provide company documents and a tax form (for US payers, usually a W-8BEN-E for foreign companies). Never accept payment details changes by email alone — fraudsters target exactly this. On BFOUNT, payout changes require email confirmation, admin verification and a security hold.

Start with the right campaigns

UK posting and hot-key campaigns (housing disrepair, PCP, IVA) and US final expense and ACA transfers are common entry points for offshore floors. See UK posting vs hot keys for how UK delivery works.
