Choosing a dialer: predictive vs progressive vs preview

The dialer you choose shapes your contact rate, your agent utilisation and your legal risk. Here is how the main dialing modes compare.

Your dialer is the engine of an outbound call center. It decides how many calls agents handle per hour, how many consumers hear silence when they answer, and — importantly — how your calling is treated under telemarketing laws. Choosing the right mode matters as much as choosing the right product.

The four main dialing modes

  • Predictive — dials several numbers per available agent, predicting when agents will be free. Highest agent utilisation; risk of abandoned calls when more people answer than there are agents.
  • Progressive / power — dials a set number of lines per agent only when an agent is free. Fewer abandoned calls, lower utilisation than predictive.
  • Preview — shows the agent the record first; the agent decides when to dial. Slowest, but gives agents context and the most human control.
  • Manual click-to-call — the agent dials each call individually. Slowest; sometimes used to reduce legal risk where consent is uncertain, though manual dialing alone does not make non-consented calling lawful.

Abandoned calls and the law

In the US, the Telemarketing Sales Rule limits abandoned telemarketing calls to 3% of answered calls per campaign over a 30-day period, requires connecting to an agent within two seconds of the greeting, and requires a short recorded message when an agent is not available. In the UK, Ofcom's persistent misuse rules limit abandoned and silent calls. Your dialer must report abandonment so you can stay inside these limits.

Whether a dialer counts as an "automatic telephone dialing system" under the TCPA has been narrowed by US courts, but marketing calls using prerecorded or artificial voices still need prior express written consent, and state laws (such as Florida's) can be stricter. Open-source vs cloud dialers

  • Vicidial and similar open-source dialers — very flexible and low licence cost, but you need technical staff to host, secure and maintain them.
  • Cloud contact center platforms — faster to launch, built-in compliance tools, per-seat monthly pricing.

Features that matter for transfer floors

  • Fast, reliable warm transfer and three-way conference to the buyer's queue.
  • DNC integration and time-zone-aware calling windows.
  • Call recording with easy search and export.
  • Caller ID management and number reputation monitoring, with properly attested numbers.
  • Dispositions and reporting by agent, list and campaign.
  • Scripting and lead fields on screen so agents capture qualifiers accurately.

A practical recommendation

New floors usually do best with progressive dialing: good agent utilisation with low abandonment and fewer angry consumers. Move to predictive only when you have the volume, reporting discipline and compliance controls to keep abandonment within limits.
